DECREES ON CLERICAL WORK

Pursuant to the Law on Organization of The government on 19 February 6, 2015;

According to the proposal of The minister of Internal affairs;

The government issued decrees on clerical work.

Chapter I: general Provisions on decree 30/2020/ND-CP on clerical work

Article 1. Adjustment range

Decree 30/2020/ND-CP on clerical work this regulation of clerical work and the state management of clerical work. Clerical work is prescribed in this Decree include: Drafting, signing, text; document management; establishment of record and payment records, documents into storage organs; management and use of seals, the device save the secret key in clerical work.

Article 2. Applicable objects

  1. This decree applies to agencies, organizations and state and state-owned enterprises (hereinafter referred to as agencies, organizations).
  2. Political organizations, political organizations, social organizations, social organizations, socio – professional organizations based on the provisions of this Decree and the rules of the Party, of the relevant law to apply accordingly.

Article 3. Interpretation of terms

In this Decree, the terms below are construed as follows:

  1. “Text” is the text to be communicated by language or notation, formed in the operation of the agency or organization and is presented in good form, technique prescribed.
  2. “Specialized text” is the text form in the process of implementation activities, professional services of an industry, sector of the head of the agency management industry, sector regulations.
  3. “Administrative documents” is the text form in the process of directing, operating, addressing the work of the agency, the organization.
  4. “Electronic text” is the text under the form of data messages are created or digitized from paper documents and presented in the correct form, technique, prescribed format.
  5. “Documents to go” is all kinds of text due to agencies, organizations issued.
  6. “Text to” is all types of writing by the agency, the organization received from agencies, organizations and other individuals sent to.
  7. “The manuscript text”, is a written or typed or created by electronic means formed in the process of drafting a text of agency or organization.
  8. The “original text” is complete in terms of content, the text is the authoritative directly on text paper or numbers on electronic documents.
